With the gradual accumulation of capital and technology in the field of outer space,outer space activities have become increasingly active,and the problem of outer space debris has also emerged,which has gradually become a major hidden danger affecting human activities in outer space.In terms of international law,many countries are also trying to implement some related regulations,however,there is no written treaty regulating the issue of space debris currently due to various reasons.In the post-pandemic era,the security issues and governance approaches of outer space (as a non-traditional field) requires particular attention.Under the complex international environment in the post-pandemic era,it seems difficult for countries to reach a new international treaty in a short period of time.The international community may need to resort to other methods and new modes of cooperation to solve the problem of space debris governance.International soft law can quickly adapt to the changes in the international situation and national relations.Under the current international background,resorting to highly flexible international soft law will be an ideal way to deal with this problem.In this regard,this paper will start from the advantages of international soft law,analyze and discuss the necessity and feasibility of the governance approach.
