Study on the Difficulties and Countermeasures of Orbit Environmental Governance of Chinese Space Station

Abstract

The orbit environment is one of the important factors that determine the long-term and safe operation of the Chinese space station.By comparing and researching traditional ground environmental governance and space station orbit environmental governance,it can be found that the legal basis,governance area,governance objects,and governance methods of Chinese space station orbit environmental governance are very specific,and the current international and domestic and space laws and regulations cannot meet the legal and institutional needs of Chinese space station orbit environmental governance.In view of this,it is proposed that China should formulate an intergovernmental framework agreement on the space station under the international legal framework,and learnfrom the experience of the Mir space station and the international space station to improve the domestic legal basis for the governance of the operational orbit environment.Furthermore,we will establish an environmental early warning and assessment system,an innovative cooperative environmental governance system and a sound environmental governance responsibility system,with a view to achieving the sustainable development of the environment of the Chinese space station.
