Abstract

The United States has developed a relatively complete set of governmental space debris policies. Each policy made some progress but lagged behind the development of space technologies. The NSS 1740.14 was the origin of all other space debris mitigation technical standards. Thanks to its independence from the White House,FCC was able to have its space debris mitigation policy play the biggest role in the U.S.commercial space community. It can be said that the U.S.governmental space debris policies had shaped the international guidelines and will get some input from the non-govermental policies in the future.
