The implementation of space traffic management(STM),the regulation of space activities and traffic order,timely avoidance of space risks and the occurrence of space traffic accidents,have become a hot topic of international discussion in recent years.Speeding up the construction of complete system of regulations,policies and standards for STM with independent intellectual property rights,and actively participating in the formulation of international rules on space traffic,are a necessary means to ensure the safety and interests of national space assets,participate in global space governance,and build a community of shared future for outer space.This paper discusses the concept and scope,analyzes the standards demands,designs the framework of standards system for STM,and puts forward some recommendations for the developments of urgent standards.
