美国在外空空间碎片减缓方面的新进展引领了国际碎片治理的新方向。美国围绕私人实体卫星监管、空间碎片减缓私营主体参与、立方体卫星碎片减缓等新问题,进一步完善空间碎片减缓法律体系,加强配套措施建设,更新碎片评估算法体系,从而引领国际空间碎片治理新方向。中国在空天地通信技术迅速发展的同时,空间碎片治理问题也变得更为急迫。中国可以借鉴美国空间碎片减缓的经验,制定《航天法》以统摄空间碎片减缓法律体系,加强技术规范等配套措施建设,构建对私营卫星的监管体系,从而积极提高国际空间碎片治理话语权。
New U.S.progress in the mitigation of space debris in outer space has led to a new direction in international debris governance.Focusing on new issues such as private entity satellite supervision,private sector participation in space debris mitigation,and CubeSat debris mitigation,the United States has further improved the legal system for space debris mitigation,strengthened the construction of supporting measures,and updated the debris assessment algorithm system,thereby leading a new direction for international space debris governance.The rapid development of China's space-air-ground communication technology and the increase in space activities have aggravated the problem of space debris.China can learn from the experience of space debris mitigation in the United States,formulate the Space Law to unify the legal system for space debris mitigation,strengthen the construction of supporting measures such as technical specifications,and build a regulatory system for private satellites,so as to actively improve its voice of international space debris governance.
