摘要

美国政府已经构建了比较完整的空间碎片政策体系。各项政策总体上在不断进步,但落后于技术的发展。其中,《限制轨道碎片指南及评估要求》(NSS 1740.14)是空间碎片减缓技术性标准的源头,联邦通信委员会(FCC)由于独立于白宫的独特地位,其空间碎片减缓政策在商业航天领域影响力最大。美国政府空间碎片政策在很大程度上塑造了国际空间碎片减缓指南,未来很可能将受到非政府空间碎片政策的影响。

Abstract

The United States has developed a relatively complete set of governmental space debris policies.Each policy made some progress but lagged behind the development of space technologies.The NSS 1740.14 was the origin of all other space debris mitigation technical standards.Thanks to its independence from the White House,FCC was able to have its space debris mitigation policy play the biggest role in the U.S.commercial space community.It can be said that the U.S.governmental space debris policies had shaped the international guidelines and will get some input from the non-govermental policies in the future.
